EMP personnel has successfully completed numerous Phase I and Phase II Environmental Site Assessments (ESA's) for both public and private owners. As well, EMP personnel has also performed numerous Modified Phase I ESA's which typically include additional work such as asbestos sampling, drinking water testing, lead-based paint testing, geological investigations including soil boring and groundwater monitoring well installation, review of regulatory files, and radon testing. EMP can customize your Phase I ESA to meet your specific needs or we can perform the work in accordance with American Standard for Testing and Materials (ASTM) guidelines.

EMP fully understands the work at hand for meeting ARRA requirements. As we understand it, the ARRA requires that all related work follow NEPA. The National Environmental Policy Act (NEPA) was signed into law on January 1, 1970. The Act establishes national environmental policy and goals for the protection, maintenance, and enhancement of the environment and it provides a process for implementing these goals within the federal agencies. NEPA requires federal agencies to consider the potential environmental consequences of their proposals, to consult with other interested agencies, to document the analysis, and to make this information available to the public for comment before the implementation of the proposal.
